Is that HDR? He would have to stand amazingly still considering HDR requires at least three pics (1 over, 1 under and 1 normal exposure)

The cool is to have the most parts of a image expose normally. So you would use the shadows from the overexposed image, the bright spots from the underexposed image and the normal exposed from the normal

Photoshop CS5 can fake an HDR look with HDR Toning.

I haven’t tried it, so I don’t know if it really works all that well. It’s intended for actual HDR images, but I heard that you can fake an HDR with a normal image that way.
