Licecum gets his velocity from his Trebuchet delivery. Same thing allows him to get a downward motion on his pitches. Loss of velocity has been coupled with leaving pitches up (especially changeup). He needs to regain his whip-like motion.

But, it seemed he had better velocity after the long break of the AS game and now he seems to have lost velocity as the game progressed. This seems like it would be more an indicator of stamina rather than mechanics, however, maybe the stamina is messing with his mechanics?

Calling a game on the radio is a lot harder than it looks (or sounds)
If you are all business with the play-to-play you’ll get knocked for being boring. It is hard to add spice to the broadcast while still doing an adequate job of describing what is going on.
It really makes one appreciate Jon, Dave and Kuip even more. Could you imagine how bad Kruk would be trying to do radio play-by-play?
I understand, I am not holding them up to Jon and Flem standards

Because our bullpen is pretty weak right now, so we need to get as many innings as we can out of Lincecum. And I don’t think the chances of either Rowand, Rohlinger or Whiteside of getting a big 2 out hit are very good.

I don't think that is necessarily the reasoning
Rowand has a higher chance of getting a hit there.
But the absolute chance of Rowand getting a hit is very low (/swings at slider in the dirt)
So, if you have shitty bench options, and your ace is pitching well, give him the chance to hit (he put some good swings on it) and in the alternative get him one more inning to roll over the batting order.
