Giants sign pitcher Manuel Barrios to six-figure deal

Barrios is 6-foot-2 and 190 pounds. He’s significant not only because of his arm, but because of where the Giants found him.
"The Braves and Yankees used to own Panama, but these are areas we’re aggressively looking for players," Barr said. "We signed two Colombian kids recently. e’re loking in Guatemala. We’re looking on the Pacific Rim. We’ll go anywhere to find talent."

Barr also said the Giants have looked at LHP Noel Arguelles and 2B/SS Jose Iglesias, two teenagers who defected from Cuba while playing in an international tournament in Edmonton last year. They’ve just been certified by MLB to sign.
If you want to look at Cubans check out the fine ladies in SoBe LHP Chapman. Yeah he will cost you some money but he is young and kinda good too
What's the record of recent defectors?
The Hernandez brothers and Contreras have been good, but mixed with a bunch of flameouts. I think they get a ZOMG, CUBA! markup.

The Cubans normally do not let the best players go to international tourneys just for this reason.
Maybe you're right.
It just have the impression that Cuban defectors get paid large more than they tend to be worth as a group, and the most hyped imports almost universally flop (relative to expectations, at least).
I have the same impression of Japanese imports as well. As a group, their success rate doesn’t seem to justify the amount of money spent on them.

Baggs writes that the Giants have also signed 4th-round pick Jason Stoffel.
It never occurred to me that one man could play with the faith of 50 million.
I have Lindy’s preseason baseball mag and they had Stoffel as the eighth best college prospect in the country and Chris Dominguez was 13th. Both had bad years which caused their stock to drop. The Giants’ might have gotten a couple of steals here. Stoffel is a closer with a high nineties heater.

Dominguez had a bad year?
he hit .345/.441/.698, was the Big East player of the year and was a first team All American according to Baseball America. That hardly seems like a bad year. To have him ranked as the 13th best college prospect in America in the preseason was absurd, but he certainly didn’t fall because of his performance this year.

He chose the Giants because their area scout, Ciro Villalobos, treated him fairly. And because a certain former Giant provided a positive reference. Edgardo Alfonzo was a $26 million free-agent bust with the Giants, but it turns out he made one pretty big contribution. His Magallanes team in the Venezuelan Winter League would practice against its younger affiliates, and Sandoval was on one of those teams.
“He told me the Giants are the best and they treat you good,” Sandoval said. “That’s why I wanted to sign with them.”
