Well, sort of, but not really. Rule 10.17(c)
Discusses “ineffective” reliever who is followed by a more effective reliever. Unless it’s a total travesty, scorers are going to follow the basic rule on wins— whatever pitcher is on duty when his team gets a lead that is not then relinquished.

But the Official Scorer does have the discretion to award the win to another pitcher if the pitcher of record wasn’t as “deserving” of the win as another pitcher (in his estimation).
