I think there’s also that relievers as a group have ERA’s about a third of a run lower than starters; there are alot of 4th/5th starters who really throw the average. When you see Howry with a 107 ERA+, that probably corresponds to an average or slightly worse performance relative to his fellow middle relievers.
Not that ERA (or ERA+) is a particularly good measuring stick for individual relievers (especially in a partial season), but it’s it’s pretty useful when you’re talking about the bullpen as a whole.
