Pros: Mateo is what scouts like to call a toolshed: some have projected him to own five plus tools. He put on quite the show in batting practice, as you can see in the video. One swing sent a ball over the wall in center field, an easy 400-foot shot. Mateo's game isn't just power, as he utilizes his plus speed on the basepaths and in the field. His arm has also shown improvement, grading as a 60 on the 20-80 scale with the display he put on for scouts at the event.

Projected Team: He has long been tied to the Dodgers and Giants, with the Cardinals also mentioned. It has been confirmed that he is not locked into a verbal deal. The Giants brought a large contingent of their scouting brass to the showcase, and they're mentioned by many insiders as the leaders for Mateo's services. They're also my pick.

I like him, but I think I like Jose Pena’s swing even better.

Jose Pena is 16-year-old right fielder and one of the top amateur outfielders in Latin America. He is eligible to sign on July 2nd and is expected to sign for a bonus of at least $750,000 with some sources saying he may get $1 million.

His scouting report seems slightly better. I’d say he’s on par with Rodriguez or better.

Scouting report is a little better, but more ‘different’ than better, if that makes sense. Rodriguez is currently faster, with more raw power, and a much better arm. I say ‘currently faster’ because he’s a giant twig right now, and is expected to put on weight, and thus lose speed and end up a fast RF, but only average for CF speed.

Mateo has a better scouting report simply because his swing is traditional and very good. Rodriguez, on the other hand, has an unconventional swing. That isn’t to say he lacks a ‘hit tool’ though: he makes very consistent hard contact. But his front-footed swing makes him more of a wild card with the bat than Mateo.

“When the beginning of the international signing period does arrive six weeks from today on July 2, the top of the market will likely be concentrated with hitters from the Dominican Republic. Last year the top two bonuses for hitters went to Dominican outfielder Rafael Rodriguez ($2.55 million, Giants) and Venezuelan center fielder Yorman Rodriguez ($2.5 million, Reds), both of whom set amateur bonus records for hitters from their countries.

While scouts are split on their individual opinions of specific players, the scouting consensus seems to be that the hitters at the top of this year’s July 2 class—shortstop Miguel Sano, center fielders Wagner Mateo and Guillermo Pimentel and catcher Gary Sanchez—are all better prospects than the two Rodriguezes because they have a better feel for hitting in game situations.

Wagner Mateo, who turned 16 on March 30, trains at the same Born To Play Sports academy that produced Michael Ynoa. MLB has already investigated Mateo, who hails from Santo Domingo, and confirmed that his investigation came back OK.

Scouts praise Mateo’s compact, fundamentally strong lefthanded swing and good approach at the plate. Some scouts say Mateo has shown plus power to all fields, while other scouts still like his swing but say he’s more of a line-drive hitter with average power. Mateo has a relatively mature body for his age at 6-foot-1, 190 pounds, and some scouts think he could move to a corner outfield position because he is not a great runner. Mateo has one more open tryout for scouts to get a look at him on Friday.

Mateo has experience in game situations as a participant in MLB’s Reviving Baseball in Inner Cities (RBI) program in Santo Domingo, traveling to the U.S. the past two years in the junior boys’ tournament, where he also pitched.

$4million seems like a lot to me. I like what I saw in the video, but don’t see a “can’t miss”. If the giants pay that much for him, I’ll be happy to have another prospect in the fold, but wouldn’t fault them for passing at that price.

It will be interesting to see what happens once July 2 hits. Badler from BA seems to think that there will be a ton of disappointment in international circles because of economy, birthday investigations and confusion, etc.

If Wagner or Sano or anyone else is equal to a Pedro Alvarez then a 4 million dollar bonus seems worthwhile to me.

The Giants haven’t disappointed the last few years and I hope they can snag another talent.

We should sign both Sano and Mateo. Unrealistic I’m sure, but might as well try. This draft blows, and if we take a HS pitcher we will already be saving a little bit of money that way. Also this FA market this coming off-season isn’t that good if memory serves. Throw 5 mill at each. Even if they are older, it can’t be by that many years. And seeing as so much of the game’s talent comes out of Latin America right now, it’s not really a bad investment to gamble on guys with high upside like that.
