well, they did trade for Holliday and would absolutely offer him arbitration, so technically the “could” afford his salary in my opinion.

Holliday only made 13M last season, and there was no way he would have accepted arbitration. Even in the hypothetical situation where he did, Beane would have traded him before forking out a 17M+ arbitration award. .

Obviously yes, hypothetical situation, but I truly believe Beane’s philosophy is to not get involved with players getting paid their actual worth. Thus, signing Holliday at his actual worth AND surrender a draft pick is something I can never imagine him doing. He would never sign Lincecum for 20M and surrender a pick.
