They seem to be grouped by current team (11/13/09). A "fun" place to look for possible non tenders and teams controlled players that a cash strapped teams would be interested in moving.

It threw me as I thought you could only have 1 or less service units (years) in 09. I guess it’s service time up to and including 09.
