every one of those guys ahead of Alderson, except for Chacin, were promoted from A+, but only Alderson was in his first season of pro ball (I don’t count the 5 innings last year). I believe he was also the youngest of the top 6. Arguably, he could be first on the list, but for those who don’t think he profiles as a number 1 starter, then his placement seems appropriate.

Forgive me if I’m missing something, but Baseball America hasn’t yet published the rankings for any of the AA or AAA leagues. The latest on their website is the Carolina League.
