It’s my understand that, if you draft a guy and he doesn’t sign, you’re not supposed to draft him again unless says it’s cool. But that’s just something I read on some MCC thread, so I don’t really know what I’m talking about.

If you draft someone..

From the #3 pick, and he doesn’t sign, then you get the #3 pick the next season, and he doesn’t sign and your compensation pick at #4 doesn’t sign, do you get comp picks at the 4th and 5th spots next year?
