I’m going to have to go with Montgomery Burns. All of the side-characters are pretty one dimensional, but he’s got to be the most consistent source of amazing story lines of any of them (along with Sideshow Bob, of course)
Kang and Kodos get honorable mention, along with possibly Cletus.

I liked Gil until he got his own moving-in-with-the-Simpsons episode. That was too much.

I always saw Gil as sort of a pathetic substitute for the Phil Hartman characters. Sort of a blend of Lionel Hutz and Milhouse’s dad.

(I got a kick out of the fact that they used David Hyde Pierce for his voice)
Ralph might not be my favorite, especially after they mangled the character in later seasons by assumin that he was funny because he was stupid (which is bullshit… his stupidity is the vehicle for the jokes… but it can NEVER be the joke… once it is the joke it’s not funny anymore… first rule of comedy in my book… same reason Homer got so bad later, and, well, every character), BUT he does have my favorite moment so I’ll give him the nod.

I’m not sure who my favorite one is, so I’ll mention one that hasn’t been mentioned and has always cracked me up for some reason. Of course, she might not be an ancillary character. She’s only been in two things that I know of (an episode and the movie).
