Drafts are only from American-qualified (from American or American based schools like Puerto Rico) players. Basically, if you’re in the draft, you shouldn’t need a Visa except in extreme cases.
Perez was born in Raleigh, North Carolina, so unless Russia took over the Carolinas before invading Georgia, there is definitely no need for a Visa on Perez.
Though if he gets a good bonus, he may qualify for that OTHER kind of Visa card.

So either he was drafted, or the draft was invalid and he is an IFA, right?
I’ve heard nothing about him trying to be a free agent, and get teams to bid though (but I could have missed it).
He was drafted as an American college baseball player (remember even Cuban defectors who establish residence in America are treated like other Americans as far as draft status), but it was understood that he might have issues with his visa. I don’t think he is trying to become a free agent, he just has to have a work visa to sign a professional contract. It doesn’t seem to me that it would be that hard to get a visa, but I am by no means an immigration lawyer.

Yeah, it shouldn’t be that hard to get the work visa, considering he has a legit job from a company (the giants) who would likely be willing to sponsor the visa, which is usually a slam dunk, as far as work visas go. There must be some strange curveball in this situation, if hasn’t been worked out already.
oh….actually, the overstay of his previous visa is probably the problem, but even then the penalties vary, from my understanding…
