Is Singapore a duty-free trade zone? I have to ship some stuff to KL, but I think the recipient can avoid paying duties by shipping to Singapore first?

They check everything that comes through here, and if they think it’s “dutiable” they’ll usually hold it until they check with you what it’s for. Alcohol and cigarettes are taxed heavily, so it’s not really duty-free per se.
From personal experience if your goods are electronic they’ll probably hold the box. (I had a digital photo frame shipped to me.) But I didn’t end up paying any tax and it just meant a week of delays.

It is indeed electronics (220k worth of rackmount servers) and I have heard varying opinions on what it will take to get it through customs. Last time it took 8 days for customs in KL to clear, so we are going to try an importer in Singapore (Kampong Serangoon?).
