Giants get a run whenever you make the opposing pitcher makes either the opposing pitcher or opposing second basedouche look like a pansy. Also the home team is penalized for any beach balls entering the field of play.

It seems arbitrary because few, if any, people know much about the effect of pitching on a player's arm. I'd imagine that the precious few people knowledgeable enough to have in informed opinion found that there's a breaking point between x number of pitches and y number pitches.

From experience, I can tell you that the pitch count is related to the number of off days. Now, I wasn't a major leaguer, but I used to throw 140-150 pitches in a few games in college and usually felt dandy if I got 6-7 days of rest. I'd imagine 120 pitches would be fine if starters got 5 off days instead of 4.
