Depends on the depth of your league. If it's more than twelve teams, I would pull the trigger.
You can always find pitching in shallow (less than 12 team mixed NL/AL) leagues.
However, if you don't think you can find a good pitcher on the waver wire, I would do it. Matsui seems like an injury risk to me, with pretty limited upside. I'm pretty confident about Tim's potential for jaw dropping breakout this year.

considering the Ks Lincecum could be one of the 3 or 4 best fantasy pitchers, period. I snapped him up and you should do the same. matsui for him is a steal

But seriously folks, even though I think I can plug Hermida or someone in for HRs, I might have a hard time replacing Matsui's (oy) RBI production, and his triples. (Yes, my league has triples as well as cycles.)
