I doubt it. That's an administrative device they have in AAA to allow teams to stash a couple of extra players on the roster. There's no minimum days limit to it so they could activate him tomorrow if they wanted. They often make SP inactive in between starts for a few days to facilitate other moves.

Yes, I saw this odd manuever a lot last season... I would guess it doesn't mean anything.
