40-man Shuffling

From mlb.com's transaction wire...

San Francisco Giants
Sent LHP Jesus Reina and IF Tomas De La Rosa outright to Triple-A Fresno.

Okay by me. I hope Reina clears waivers and we get to keep an eye on him for another year, but we should be able to find a better use for the roster spot. I wouldn't mind if Munter, Acosta, Knoedler, and Ortmeier were outrighted as well.

Are you kidding me?
It's like $2 for a refill.
I blame F.P. Santangelo, while F.P. somehow blames Kuiper.

Re: 40-man Shuffling
will be interesting to see how the 40 man roster fills out prior to Rule V draft - who they protect, how many openings for FAs etc

Reina v. Burres and Coutlangus
This move with Reina makes last offseason's awkward roster management - when the Giants lost two LH relief prospects (who subsequently did well this year) on waivers - even sadder.

Prior to the Rule 5 draft, Reina and Jon Coutlangus, among others, were added to the 40-man roster. Later, when the Giants signed Jose Vizcaino, they DFA'd Brian Burres to make room. Burres was claimed by Baltimore, had a solid year as a starter in Triple A, and pitched well in relief with the Orioles this September. Vizcaino, meanwhile, well...

Then, when Jamie Wright was signed, Coutlangus was DFA'd to make room, Cincinnati claimed him and he had a terrific year in Double A (.185 BAA, 56 K's in 63 IP, 2.11 G/F ratio) and is now in the Arizona Fall League.

As I recall, Irwin, Steve and others questioned the Coutlangus move at the time - since losing him in the Rule 5 would have required the other team to keep him on their 25-man roster (a real stretch for a converted outfielder with one season of A-ball pitching experience), whereas claiming him on waivers only required keeping him on the 40-man, which the Reds did.

Reina was added last year after a great winter in Venezuela, following a not-great year at San Jose in 2005. At the time it was hard to see why, since losing him in the Rule 5 wasn't likely - it didn't look like he could have possibly made another team's major-league roster. You had to assume then (or hope) that the Giants see him as such a terrific prospect that they just don't want to risk it. Clearly, though, his star has since dimmed. Burres, on the other hand, will likely be in the O's pen next year rather than having a good shot at helping out ours.

An unrelated note: I see in BA that the Giants have signed Erik Meyers, the former Eastern Washington qb who they drafted in 2004 (37th round) and again in 2005 (30th). He was 17-3 as a starting pitcher his last 2 years at La Mirada High School in Orange County, and I remember reading somewhere that the Giants clocked him in the 90's, peaking at 96, in a tryout some time ago.

Re: 40-man Shuffling
This may be more reading between the lines than is warranted, but ...

My presumption is that Reina has already cleared waivers.  If he had not cleared waivers, I would expect the terminology to be DFA'ed, not outrighted.

This also would seem to imply that De La Rosa accepted the minor league assignment, instead of turning it down.  Perhaps he has already signed a minor league contract with the Giants for next year.  We should have a better indication of that later this month when we see whether he has been declared a minor league free agent.

For the record, I don't think I have ever been that critical of the decisions to add Reina and Coutlangus to the 40-man roster.  In general, I think I have tended to defend those decisions from the usual attack.  I was told that Coutlangus reported to spring training overweight and then performed pretty poorly in Arizona, and that led to the decision to DFA him when both Wright and Greene were added to the 40-man roster.

The Giants also lost Angel Chavez at that time on waivers.  He was just removed from a 40-man roster a couple days ago.

Re: 40-man Shuffling
I'm not sure the term "outrighted" necessarily means they have cleared waivers. There are some examples on the mlb.com transaction wire that would contradict this. Chris Spurling, for example... the Brewers outrighted him on October 6th, announced that he declared free agency on October 9th, and signed him to a minor league deal on October 11th. I'm sure we'll find out the status of Reina and De La Rosa soon enough.

Re: 40-man Shuffling
Well, just to be clear, Reina cannot declare himself a free agent, and he is not yet eligible to become a six-year minor league free agent.

Re: 40-man Shuffling
Meyer could be a surprise. I saw him play some QB at Eastern Washington when his team traveled to play NAU in Flagstaff, and was a good athlete, but I had doubts he'd make it in the NFL. At best a backup QB, so good decision by him to try baseball and maybe become more.
